There used to be an option in KMail to download offline, which I take to mean while KMail is not running, but I don't see this now. I'm running KMail under Fedora-23beta/KDE .
Also, I'm not really clear what KMail downloads from an IMAP server to a laptop? Is it just the headers, until the email is clicked to read? Or does it download all the recent email when KMail starts (or even earlier, if offline downloading is allowed)?

There are two different options.
1. Continue to fetch emails when Kmail is shut. This can be found in Settings>Configure Kmail>Accounts>Retrival Options.
2. There's option to download the emails in Settings>Configure Kmail>Accounts>Select Account>Modify>Mail Checking Options.

My understanding is it downloads the full email for offline usage.
That being said personally for me Kmail has stopped working. When I start Kontact/Kmail it says network connectivity resumed but the accounts remain offline. Emails are no longer fetched unless I manually force a refresh via Ctrl+L.

In Settings=>Configure KMail=>Accounts=>Retrieval I see 3 options:
A. Include in Manual Mail Check B. Switch offline on KMail Shutdown C. Check mail on startup
A is enabled by default; B and C are turned off (also by default). I'm not quite sure what effect clicking B would have. I assume it is better to leave it off?

My understanding is Kmail continues to download email even when you close the the window. You could control this behavior using this option.

It means that when you are onlne it will store a copy on your storage just in case you need to read the mail if you should not be connected to a network.

Yes. To be clear, the headers are ALWAYS downloaded, whether you enable offline downloading or not. Otherwise, how would KMail display the message list? The full messages are downloaded if and only if "download offline" is enabled.

Oh!!!.. I should mention... if akonadi is running and you are on a network, your mail will continue to be synced up with your client regardless if kmail is running or not.

But I'm still slightly puzzled by the fact that if I run dovecot/imap on a remote host then - sometimes at least - as I click on each email in KMail I get the dreaded message "Retrieving Folder Contents" and have to wait for 20 seconds or more (sometimes for ever) before I can read the email. This never happens with a local imap server.
I must admit this seems much better now than it used to be, so I shall start trying a remove server again; though the "replication" option sounds rather attractive.

I usually experience that too, and it is mostly related to my resources usage, as in high I/O and memory usage. Getting it fixed by restarting resource in akonadi, sometimes restarting akonadi database.
