Uninstalling "dnfdragora-updater" should fix this issue.
Further investigation shows that in fact this thing has always been
running, just not visibly. I only noticed it when it decided to show
itself on the panel, so I may just leave it for now as I don't want to
lose the background database updating (which I had thought was a
function of dnf proper, but apparently isn't).
