specification changed, I'd suggest you take that up with
freedesktop.org.

At a guess, anything that matches: ~/.config/kate* ~/.local/share/kate/
fine - a mess
a sane application would just have *one* config file or if that is for
whatever reason not enough *one folder* containing all its settings
"~/.config/kate* ~/.local/share/kate/" is a joke
with "~/.config/kate/" OR "~/.local/share/kate/" (the directory is the
important point if someone thinks one rc-file is noth enough) you could
simply rsync the settings - and kate is just *one* example
