I think this is a step backwards. There is no replacement for
xsettings-kde. kde-gtk-config is clearly not a replacement for
xsettings-kde. It supports manually setting a small subset of the settings
that xsettings-kde automatically picks up from KDE settings. As far as I
can tell, many of the settings that xsettings-kde sets are still not set
by anything in the Plasma and kde-gtk-config stack.
And I forgot to mention that kde-gtk-config writes global gtkrc files that
affect ALL desktop environments, whereas xsettings-kde only affected Plasma
sessions. It is not possible to have per-desktop gtkrc files with GTK+ 3
(they removed the environment variables GTK+ 2 supported for that purpose,
where you could point GTK+ 2 to a specific gtkrc at runtime), XSettings are
the only way, and kde-gtk-config does not use those. (That said, I think
XSettings will not work under Wayland anymore, which might also explain the
growing disinterest in xsettings-kde.)
