To be more helpful, for my system, what i see is that any process might lead to making system unresponsive or pretty slow, sometimes it is watching a movie or downloading sth or reading a file, that causes it.

On the test list there was a threat with a comparable issue, see [1]. May be
it's the same as what you see.
