dictate what the user can do!
Seriously. Limiting what a superuser can do is oxymoronic. If a superuser cannot
do something, it /only/ follows that an ordinary user would neither be able to
do that something. A superuser is like a god, possessor of complete authority,
power and control, including the ability to delete the entire installation and
replace it with a non-broken one.
