Yes, that's what's expected to happen if you run it as non-root.
Here is does not so I have to run "sudo kcmshell4 kdm" from
a shell.

Looks like our root password hack is broken in 4.2.90 then. Probably because
upstream has done some work on implementing it the proper way, using
PolicyKit.
