Isn't that what dnf-makecache.timer does? systemctl list-timers and see
if it's enabled. Runs ten minutes after boot and every hour after that,
and just does "dnf makecache --timer". Or is that not the database
updating you were expecting dnf to do? All you need to do is enable and
start the timer:
systemctl enable dnf-makecache.timer
systemctl start dnf-makecache.timer
