Yes, kdepim applications need both.

The version is the same, the RPM release is different because kdepim was
respun more often than kdepimlibs. (That said, the latest kdepimlibs is now
4.2.2-3.) The RPM release just says how often that particular source
package was modified for a given upstream version. It is perfectly normal
that different packages have different RPM release numbers.
