New to KDE4? - get help from http://userbase.kde.org

It's better if you reinstall using the ISO you Downloaded, actually easier.
As rex said, Otherwhise you'll need to Download the DVD and then attempt 
the upgrade  selecting KDE as desktop enviroment, but I'll always recommend
reinstalling.
