/etc/kde4 is not empty here. Startup and shutdown files for gpg are there,
although they are also in /etc/kde. Please check that removing /etc/kde4 will
not break gpg startup.
/etc/kde4 isn't used anywhere. If there's stuff in there, you may have
put there yourself.
Future versions of kde-filesystem will no longer include it.
