I think that happened around 9 years ago, joined at least by
Enlightenment, and probably all the forks from Gnome too, not to mention
the viewports of all web browsers not based on KHTML[1]. :-p
The desktop-level default in GNOME changed 9 years ago. The toolkit-level
default in GTK+ (i.e., what GTK+ does if the XSetting for the DPI is not
set) changed only a few weeks ago. It is not the same thing. (I am
complaining here about GTK+/GNOME APPLICATIONS, not about the GNOME
desktop!) This means that if you have KDE set to honor the hardware DPI, and
thus xsettings-kde will not export any DPI XSetting, GTK+ will no longer
honor your preference. (The GTK+ developers refuse to fix it, claiming
xsettings-kde was relying on "undocumented behavior".)
