If you flip out to a VT by doing a Ctrl-Alt-F2 and then back to X with a Ctrl-Alt-F1 does the task bar unfreeze?

Everyone:

I just ran an upgrade on my system from F24 to F25.

Now, usually after five minutes but sometimes in less than one minute,
the entire task bar freezes.

If I don't hurry up and start the applications I want to run, I cannot
start anything else.

I tried rebooting to the last known good (F24) kernel. No joy.

What's going on here? If I don't solve the problem soon, I'll have to
abandon this system and fall back to a Windows laptop to guard my e-mail.

The answer is yes. Switching for half a second between the VT and X (Ctrl-Alt-F2, then Ctrl-Alt-F1) will unfreeze the task bar and all its icons.

But then I have to keep doing this every five to ten minutes or so.

Against what product, exactly, do I report this as a bug?
