If you flip out to a VT by doing a Ctrl-Alt-F2 and then back to X with a Ctrl-Alt-F1 does the task bar unfreeze?

The answer is yes. Switching for half a second between the VT and X (Ctrl-Alt-F2, then Ctrl-Alt-F1) will unfreeze the task bar and all its icons.
But then I have to keep doing this every five to ten minutes or so.
Against what product, exactly, do I report this as a bug?
