Every so often, with no regularity, I get a message at login stating

Should I log out and back in to get a session with a working python3 or does python3
restart automatically after a crash? Am I losing functionality by not logging out and back
in? If it doesn't restart automatically, can I restart it manually, so that I
don't need to log out and back in?

python3 is the python language interpretor. So not really a standalone
program that is crashing but a python program. Most likely
dnfdragora-updater . To find out what python programs are currently
running do this at a prompt:
ps ax|grep python3
