Good question, kde-desktop group in comps inludes 'kuser' so should get
installed by default (assuming that's what you're talking about).
If it didn't end up on the spin, I've no idea how that happened.

Not KUser, the User Manager KCM that was going to be apart of Plasma 5.2.
Looking through the release announcements though, it seems like it got cut
from the release notes.
Gets mentioned in Plasma 5.2 Beta notes:

And then nothing for 5.2.0, 5.3, or 5.4 todo list. Looks like that work
might be stalled, or happening privately. Nevermind!
