For me it was the -testing package that fixed it. Curiously downgrading did
not work.

Either downgrade to NetworkManager-0.8.9997-3 or upgrade to
https://admin.fedoraproject.org/updates/kde-plasma-networkmanagement-0.9-0.

it's currently in both updates-testing and kde-testing repos.
