1. There's the /usr/bin/klipper binary and then there's the Paste plasmoid
(Plasma widget). Your instructions are for the plasmoid. To get the regular
Klipper, just run it from the menu (under Utilities) and make sure it's set
to autostart in the preferences.
2. Your instructions will add the plasmoid directly to the panel. If you
want the plasmoid in the system tray, right-click on the system tray (but
not on an icon in it), pick 'Settings for "System tray"' and enable
"Paste"

Totally correct. Apologies - I've no excuse :-)
(But all this doesn't explain why Klipper stopped autostarting in the first
place.)
It happened to me once. I never did find the reason and it never happened
again. I put it down to "one of those things" :-)
