System wide configuration directories

Hi
Under kde 4 I used to be able to drop various rc files files into
/etc/kde to provide systemwide customization of the desktop.
Did this change for Plasma Workspaces 5? If so, what is the current
recommended directory?
From an earlier post I was recommended to add a script to:
/etc/xdg/plasma-workspace/env
to update the KDE environment.
Previously I was using the directory:
/etc/kde/env
for this sort of thing.
I guessing that maybe the desktop and kde5 apps look in the former and
kde4 apps look in the latter location. Is that right?
Is there some documentation on these configuration directories as used
in F22 somewhere that I can look at?

Are semi-visible gray text and borderless windows intentional? Is this
theming from upstream? Is there a theme ready to select or install that
produces useful contrast, maybe with a bit of color here and there? With F22
past Beta freeze and on the threshold of Beta release I'm having a hard time
believing how poor this apparent default is from A11Y and U7Y perspectives.

Scroll bar

I did a yum/dnf upgrade from KDE F21 to KDE F22.
Something I noticed was that when an app is open and have to scroll,
the scroll bar to the right is blended in way too much and cant'
really see it. I know I can change themes and such, but how do I
change that color or that particular part? I need to make that thing
blue like the rest, or a lot darker so can see it.

KMail under CentOS

Is kmail no longer part of KDE under CentOS-7?
Actually, I only want to run KDE under CentOS
in order to create a top-level folder.
I run kmail on my Fedora-21 laptop,
collecting mail from dovecot on my server,
which is running under CentOS-7.
I have another server running under CentOS-6.6,
and I am able to create a top-level folder on that,
for use with KMail on my Fedora laptop.
Is there another way of creating a top-level kmail folder
on my Fedora laptop?

yumex invisible text on buttons

Fedora 22 w/Plasma 5, all patches applied.
Has anyone else noticed that the rollover text on the buttons on either
side of the yumex window is almost illegible (almost the same color for
foreground and background)?

Yawp

Will yawp yet work with plasma 5/Newer KDE in Fedora 22? I know it
was built for it back in August I think, but it requires an obsoleted
kde-workspace-libs or whatever.
Or am I missing something?

Disintegrating desktop

I'm running Fedora-21/KDE on my laptop.
The window I'm watching frequently disintegrates
into 8 separate windows, corresponding to my 8 virtual desktops.
I know this is caused by moving the mouse into some area.
But I cannot think of any occasion when it would actually help.
Is there any way of turning this facility off?
