the real problem is that everything is in the server.xml, and in the rest of
the /etc/tomcat as well
I'm not very familiar with tomcat and to me it looks like duplicating the
entire /etc/tomcat and then /usr/share/tomcat as well (in which frankly
there's only one non-symlink)
alternatively, systemd fs namespaces instead of symlinks, map different
/etc/tomcatX to /usr/share/tomcat/conf
