Description of problem:
The jenkins-webapp-1.651.3-2.fc25.noarch.rpm package contains two circular
symlinks,
mina-core.jar -> mina-core.jar
jtidy.jar -> jtidy.ja
The 'mina-core' one at least is preventing jenkins from starting

How reproducible:
I've cleaned the dnf cache several times, uninstalled and reinstalled jenkins,
and it's always the same result.
I also downloaded and extracted the package to /tmp/
[root@at02 lib]# find /tmp/usr/share/jenkins/webroot/WEB-INF/lib -xtype l
find: ‘/tmp/usr/share/jenkins/webroot/WEB-INF/lib/mina-core.jar’: Too many
levels of symbolic links

Steps to Reproduce:
1. dnf install jenkins
2. systemctl start jenkins
3. less /var/log/jenkins/jenkins.log
4. find /usr/share/jenkins/webroot/WEB-INF/lib -xtype l
Actual results:
find: ‘/usr/share/jenkins/webroot/WEB-INF/lib/mina-core.jar’: Too many levels
