There are, but it'd probably have to wait until after Fedora 18.

approach of adding a Maven build file to projects that use

I'd recommend that for now, yes -- in the circumstances where that
works. A lot of times the simplest way (as done by Debian packagers
also) is to just jar up the relevant source directories.
