yes, they will be done.
work is actually in progress as part of
https://fedoraproject.org/wiki/Changes/Java17 ;
but will be done regardless of its acceptacne.
We are pollishing java-latest-openjdk rpms now, so we can duplicate them as
java-17-openjdk, and save ourselves a bit of work.
Thanx for asking, In Fedora one never knows if there is actually target audinece for
anything :)

Even though I can "install" against `java-17-openjdk`, I see that it
targets the rolling latest release `java-latest-openjdk`.
