Are there any plans to create gradle-local and lein-local scripts

There are, but it'd probably have to wait until after Fedora 18.
Until something like lein-local is available, I've taken the
approach of adding a Maven build file to projects that use
Leiningen (e.g., vimclojure) in order to package them.
I'd recommend that for now, yes -- in the circumstances where that
works. A lot of times the simplest way (as done by Debian packagers
also) is to just jar up the relevant source directories.
