I don't know anything about that. If you are right, you will have to
repackage jessie and gnu-crypto. Then you can decide how to link into
that directory.
Also, I never actually tested what happens when you put bcprov into
lib/ext instead. The `make install' for java-gcj-compat didn't seem to
create this directory, though the actual code patch is in there.
