The problem is:
% koji list-tag-history --package=tktable | grep el5 Sat Jun 20 11:00:51 2009: tktable-2.9-10.el5 tagged into dist-5E-epel by nobody [still active] Wed Oct 28 16:55:02 2015: tktable-2.10-8.el5 tagged into dist-5E-epel-testing-candidate by sagitter Thu Dec 24 08:47:29 2015: tktable-2.10-8.el5 untagged from dist-5E-epel-testing-candidate by oscar Sat Dec 26 03:52:07 2015: tktable-2.10-10.el5 tagged into dist-5E-epel-testing-candidate by sagitter [still active] Tue Dec 29 13:50:36 2015: tktable-2.10-8.el5 tagged into trashcan by oscar [still active]
The package was built on Oct 28th. Then, with it not being submitted anywhere, the koji garbage collection untagged it, and 5 days later tagged it into the trashcan tag in prep for deleting it.
I've fixed this up:
% koji tag-pkg dist-5E-epel-testing-candidate tktable-2.10-8.el5 % koji untag-pkg trashcan tktable-2.10-8.el5
So, it should go out with the next updates push.
Please do push updates sooner than 2 months after build and they should not run into this. ;)
