Talked about this on IRC. Yes, bringing up the new mirrorlist host on
ibiblio01 is part of the freeze request. Since we have a week until
release to test that the new host will perform correctly I don't have
a problem with that.
So +1 to the entire plan.

Is the creation of the new mirrorlist part of this freeze break request or
separate?
