Thanks, John! I'll add a few more lines that encourage better documentation then. We would need to probably at some point define what would be "too little", which I think could go hand-in-hand with the Trac guidelines. We'd also need to decide if project owners should submit documentation with their source control commits as well. Some will use Trac and SCM, and some will just use the SCM side, so maybe if they're using only source control, they should submit a readme.md file (or just readme if we aren't using markdown) that describes what their project is just like they would if they were using Trac. I'll play around with some ideas and see what looks like a good fit.

<Two cents from a newbie>

I think another condition for a "review" flag is missing / incomplete
documentation.  With solid documentation being a co-goal of the effort, I
think it would help to build a list of projects needing more written up --
no matter how ugly-long it gets.  Even if the project passes the review
with flying colors, it could simply shift to a "needs documentation" list
that can be worked from over time.

(I've had to write a lot of stuff in the past, and am starting to get
involved in more documentation with some recently-new job duties.  I think
having a To Do list will help direct where efforts should be concentrated /
prioritized.)
