Because it's not about if the package is being monitored it's about if the
package is present in anitya.
The monitoring section only indicates the monitoring status. Having the anitya
button in there could make it more confusing as for one it is not an option but
a pop-up getting info from anitya to tell you how things are looking for this
package in anitya.
