The current version of pika in epel needs a newer version of rabbitmq-server
if it's running against one of those. RHOSP13 has a newer rabbitmq, and is
in fact the one we install on the rabbitmq/fedora messaging cluster.
Install it here and hopefully it will allow things to work with the new pika.

The new pika version in infra tags (needed for fedora-messaging) also needs
a newer rabbitmq version. So, install the RHOSP13 one (like we do on the
fedora-messaging rabbitmq cluster) here on loopabull01 too.
The attached patch remove infinote from ansible. I would like to apply this
then delete the virtual host and finally the run the nagios playbook so
that we don't monitor this service anymore.

Once all done, I ll communicate that the service was retired on the
different lists the sunset was advertised.
Anitya (release-monitoring.org) 0.17.0 was deployed on staging .
This release contains plenty of new features and bug fixes. See
changelog for more information .
