Although I'm not sure what you mean by not joined any FAS groups & how to join
one?
Various SIGs etc. in Fedora use FAS groups to organise ourselves. So,
for example, someone in the QA team will be part of the "qa" FAS group
and so on. It isn't used by all teams, but where it is, it's a way of
sort of documenting who all are volunteering for the team. For other
teams that require access to Fedora infrastructure, like the package
maintainers, these FAS groups are used to provide access.
The "orgchart" shows what's going on in Fedora:

and if you look at the docs, lots of teams will have information on how
to join them (and whether a FAS group is used or not).
