Where is the hint of racism ?

Hint was there - 'what about ILUGC' means, - "Hey you, why you are creating a new LUG/Group, ILUGC is the best and stick here"

There are many benefits for creating local communities, But I like the task based communities for example

LUG@IITD  - local to IITD
OSContrib - Contribution to FOSS world in India, discussion mailing list
OpenWebInda - Discussion and workshop for OpenWeb Standards & HTML5
SchoolOS - Discussion about SchoolOS and its developments
Teen-Geeks-India - for connecting Indian Teen Geeks (under 18)
I forget some more, but there must be 2-4 more.

So basically the orientation should be task based.
