Not really, we've decoupled those two by having barcamp sessions. Also we're going to prefer Fedora contributors irrespective of talk sessions being accepted.

IMHO Fedora contributors whose talks are accepted should get hire priority than only Fedora contributors interested in attending conference.
 

For non-Fedora or new contributors we will decide on their requests on merit as well as available budget in addition to talk submissions.

Its good to get list of these people soon for better clarity.
