Bus has implemented a compose key feature for Arabic since Fedora 38.

If you enable Arabic XKB keyboards using ibus-setup in XFCE desktop, you can
type "لا". However, if you are using the GNOME desktop, you need to add an
input-method source like ibus-m17n or another method through
gnome-control-center keyboard before enabling the Arabic XKB keyboard.
You can check the current engine by using the ibus engine command.
Please note that the provided link is to the Compose file in the libx11
repository and it specifies the compose key combinations for various characters
and symbols in different locales, including Arabic.
