A similar problem is plaguing Debian Stretch. Gnome changes the console
keyboard map to match the Gnome's one, but does it more or less unpredictably.
Then, the changes are passed to initramdisk, but only when the kernel is
updated.
Sounds like a some kind of design flaw. Non-root users aren't supposed to be
able to change system-wide settings, right?
Weird.
