I already have scim built in EPEL8-playground.
If you feel it's not ok for general EPEL, but just for KDE, I can do that. We are going to need to release KDE as a module (due to QT5 being in RHEL8), so it's possible for me to have it just in that module. You wouldn't even need to be the EPEL maintainer if we did that. Those packages are going to be the latest stable packages from Fedora. So if you maintain it in Fedora, that work will automatically be pulled in.
