That is going to be a proposal but given I'm the one who wrote the previous
version 12 years ago and I've been working on this refresh for 2 years now and
no one else bothered to work seriously on the subject I'm not going to change
it now. Anyone who objects can take up the thankless task of squaring font
tech, font standards, font uses, and fedora app (mis)behaviours
The depreciation of legacy formats, the depreciation of X11, the move to
fontconfig and harfbuzz ng were already known and announced loud and clear when
I wrote the previous version of the guidelines.

Font packages in a legacy format (not TTF or OTF) MUST be registered
in the legacy-font group

Anyone interested in bitmap fonts had more than twelve years to work on an
upgrade path.
No one bothered, and waiting more means no one will bother some more.
So now things will break. That's the ultimate result when depreciation warnings
are not heeded.
Don't tell me that 12 years (13 starting with the text layout summit) is to
short a wait.
