Didn't systemd take over this with localed?
This file gets set by localectl:
# cat /etc/locale.conf
LANG=en_HK.utf8
It even allows specifying the values following the fallback syntax from
above:
# localectl set-locale "LANG=en_HK.utf8:en_GB.utf8"
# cat /etc/locale.conf
LANG=en_HK.utf8:en_GB.utf8
I'm not sure whether or not this works though...
yes, initscripts is not involved in this anymore.
