Mine should match this one:
https://upload.wikimedia.org/wikipedia/commons/0/04/
Keyboard_layout_ru%28typewriter%29.svg
Also attached a screen-shot from F17 configurator,
where everything worked just wonderfully!
In F19 I can't get such a good layout display.
Your attached legacy layout and the keyboard shown
on the wikipedia link are not identical!
Many special characters like ()_!#-… are on different keys.
As far as cyrillic characters are concerned, the ёЁ characters are
on different keys, they are above the TAB key in your attached legacy
layout but next the left Shift key on your wikipedia link (where your
attached legacy layout has ? and /).
Your rusle table is not identical to either of the above
two layouts.
Your rusle is close to the attached legacy layout,
all Cyrillic characters are on the keys but they
differ in some special characters.
For example, * and ; are exchanged between
the attached legacy layout and your rusle.
rusle has ; on the 4-key and * on the 8-key,
the legacy layout has this reversed.
The layout shown on your Wikipedia link has _ on the 8-key and " on
the 4-key (and many other differences in non-alphanumeric characters).
