ibus-bogo has a problem in Wayland to send the wrong keycodes.
I'd suggest to use preedit instead of forwarding key events or ibus-unikey
instead.

Maybe the algorithm is just "If there are zh* translations there we just list
whatever zh locales langtable tells us"?
In this case this is just a langtable bug, otherwise anaconda may need to
handle zh specially since there is no "po/zh.po" file.
