Description of problem:
Currently the default shortcut key to switch between Chinese and English input
in libpinyin is SHIFT. There's no way to assign another key in configuration
panel.
On other OSs there are Chinese input method using aother key such as Ctrl to
switch between Chinese/English. For the users who have been using those input
method will probably need an option to config the shortcut key.

Steps to Reproduce:
1. Select (汉语)(Intelligent Pinyin) as a Input Source in g-c-c Language & Region
module
2. Click the Configuration button on the bottom right side.
3. Play around the configuration panel.
Actual results:
There isn't an option to config the Chinese/English switch key SHIFT
Expected results:
There should be option to allow user to assign other key besides SHIFT.

Add ia_FR.UTF8 locale into locale-list
Description of problem:
Interlingua locale was included into glib-2.17 which is available in Fedora 19.
However the system-config-language package does not allow to select it.
All s-c-l strings are translated to Interlingua and available at Zanata but
they are not included into rpm.

system-config-language-1.3.5-23.fc19

Steps to Reproduce:
1. Install the package and check the content of the installed files
Actual results:
- File /usr/share/locale/ia/LC_MESSAGES/system-config-language.mo is missing
- File /usr/share/system-config-language/locale-list does not have locale
ia_FR.UTF-8
Expected results:
- File system-config-language.mo contains packaged translations
- File local-list has the following line:
ia_FR.UTF-8 utf8 latarcyrheb-sun16 Interlingua
Additional info:
