Is it not allowed to build packages with neon for Fedora ARM?
Not unconditionally, see ie this glibc bug:
https://bugzilla.redhat.com/show_bug.cgi?id=985342 which was about a glibc bug
causing it to use neon versions of memcpy, etc. on non neon machines. Fedora
tries to support armv7 as baseline, and neon is optional on v7.
TL;DR: having the binaries use neon if they detect a neon capable cpu is fine,
using neon unconditionally is not,
