Greetings Rajesh,
It looks like we only have read-only access to that *Google docs*. So what is the reason for using Google Docs? It made many of the subscribers to visit a proprietory platform one additional time in their life. You could have shared that text in the email itself.
( Or Maybe you could have used google forms to get the opinion if you had desired so. )

Anyway to the point, I don't think it is very wise to make such things mandatory as that could restrict many products from being available. But we can definitely encourage the vendors and manufacturers who promote devices with local languages. We can offer help to those interested in bringing the support of Indian languages to their devices.

I am glad that Government organizations such as CDAC are partnering with various organizations and volunteer communities to promote Localization.
But making it mandate is definitely not the way we want to take .
