What's your recommended time?
I don't know. My preferred time is somewhere between 09:00 and 20:00 local time, so
starting two hours later would be great for me. No idea how that would be for other
interested parties, though.
It depends on the target languages and where they are spoken. Historically, FUEL of course
originated in India and currently most reviewed content is in languages from India or
countries near to its time zone. If it starts expanding, it would make sense to choose a
time that is also convenient to the newbies.

Yes, it shouldn't run for more than an hour, though it depends upon the
meeting agenda, etc.
