I guess this is very interesting topic.
Yes,in India in rural area, people cannot speak English but they are
really interested to use phones. Even I saw some people who memorized
steps do some task without knowing meaning of it. Because they don't
have enough knowledge in english language.
As we have seen some mobile vendors are releasing phone in multiple
indic languages. Even they are showing this feature in unique point of
sale. But not all the companies are doing that.
As per scenario of mobile market, we can see some mobiles phone are
good in hardware, some are not enough good in hardware but it has
multiple indic languages feature. But public don't want to buy those
devices because hardware quality is not good.
If we make this thing mandatory, we may provide freedom in using
mobile in their native language.
These are all my own opinion.

This initiative is certainly a great and humble one towards all Indians and
appreciable at its highest level. I have few queries in my mind. By the
way, why and on what basis should it be mandatory or compulsory for the
device manufacturers to do so? Ideally, what percentage of urban and rural
populations uses the localized interface? How many people even know how to
change language in any given device? How many are even bother whether it
support any other language except English? How many even know there may be
multiple language support in any given device? How many of us, even can
read in mother tongue, even today? True literacy is the biggest shortfall
of us, The Make in India can make people of India literate with a much
greater scope and stronger potential. Are we giving a try on that part?
Then, I think, it would be much easier to get the requirement which is the
basic need of any business equation.
I think, if at all possible and feasible, we need a Nationwide survey on
the need of the original question asked on this forum. The reason I am
saying is that, any implementation plan need to dig into the true
requirement first, even in layman's thought, and we call ourselves
intellectuals.
