I will check the logs pki-tomcat logs today, but yes when the IP is
reverted back, followed by a reboot and ipactl restart, all services come
back to life.

You'll need to do standard investigation on why a service isn't starting
including systemctl status pki-tomcatd@pki-tomcat and looking at the
debug logs in /var/log/pki/pki-tomcat/ca
If you switch the IP back does everything start?
