I recall having the same issue but don't remember the solution.

Check the logs maybe you'll find something.

Worst case you can always rejoin the ipa replicator and it will sync.

ipa users, 

I am running the https://github.com/peterpakos/ipa_check_consistency and seeing my rule counts are out of sync, is there a process to force these to replicate?

It seems only sudo rules are out of sync at this time, new hosts replicating properly.

ipa-server-install --version
4.4.0

cat /etc/redhat-release
CentOS Linux release 7.3.1611 (Core)
