I recall having the same issue but don't remember the solution.
Check the logs maybe you'll find something.
Worst case you can always rejoin the ipa replicator and it will sync.

I am running the
https://github.com/peterpakos/ipa_check_consistency and
seeing my rule counts are out of sync, is there a process to force these to
replicate?
It seems only sudo rules are out of sync at this time, new hosts
replicating properly.
ipa-server-install --version
4.4.0
cat /etc/redhat-release
CentOS Linux release 7.3.1611 (Core)
