Hi,
did you install the server directly in version 4.8 or did you upgrade
from a version < 4.7?
Fresh installations of freeipa-server do not configure the machine as a
NTP server, but can configure the machine as a ntp client using chrony
(unless the -N / --no-ntp option is used).
The upgrade from earlier version removes the NTPd service configuration,
meaning that the server is not any more a NTP server.
