If there is no ntp server in the system, or if the user does not wish to synchronize the time, user can use the "-N" flag, ipa will be set ignoring the settings and ntp synchronization. Also, if you wish, you can specify a hard dependency on the specific ntp server in the specfile at ntplib package.
