"up to but not including base-id+range-size" is best illustrated.

If range starts at 1 with a size of 5 the range includes: 1, 2, 3, 4, 5.
So not 1+5. So it excludes base + size.

As for exclusively, the wording is a bit awkward but it's trying to say
that there can be no overlapping ranges. So any value in a range is
exclusive to that range.
